Designed to be a bottom-up approach to transportation planning, youMove Massachusetts asked the public to participate in priority-setting from the outset. We received more than 700 individual comments on mobility gaps and challenges from which we could recognize themes and begin to identify potential solutions. From these comments, we developed ten core themes: statements of fundamental importance that articulate the expressed concerns, needs, and aspirations of Massachusetts residents for their transportation network. These themes will contribute to an overall vision of a transportation system that can both serve and promote a prosperous and sustainable future for the Commonwealth. Theme 1: Improve Transportation System Reliability. You want a more reliable transportation system where delays are minimized and travel times are consistent.

Theme 2: Focus More Attention on Maintaining our Transportation System. Our transportation assets need to be managed to extend their useful life and thereby maximize the benefits of our past investments.

Theme 3: Design Transportation Systems Better. Transportation facilities and operations should be better informed by real-world conditions faced by system users.

Theme 4: Encourage Shared Use of Infrastructure. With so many different users competing for space, we must find better ways to share our roadways through engineering, education, and enforcement.

Theme 5: Increase Capacity by Expanding Existing Facilities and Services. Expansion of transportation capacity, both through the more efficient management of existing corridors and through new capital investments, is necessary to meet future transportation needs.

Theme 6: Create a More User-Friendly Transportation System. Consumers want a more user-friendly transportation system, where information is easier to access and the travel experience is more comfortable and welcoming.

Theme 7: Broaden the Transportation System to Serve More People. The transportation network and transportation services should be broadened to serve more and different users in more locations.

Theme 8: Provide Adequate Transportation Funding and Collect Revenue Equitably. In an era when our transportation funding falls far below our needs, it is imperative that both new funds and new efficiencies are identified, and that the burden placed on system users be fair and appropriate.

Theme 9: Minimize Environmental Impacts. We need to make our transportation system environmentally sustainable.

Theme 10: Improve Access to our Transportation System. People need more and better access to our transportation system.
